The purpose of the Title I funding is to support the educational needs of low-income children and the needs of children in local institutions for neglected or delinquent children. Participants include students who are at risk of failing, disabled, and in private schools. In 2021-2022 approximately, 89.44%% of FHS students receive free/reduced lunches; therefore, we are accepted as a School-Wide Program providing services to all our students. 

All Parents and students have the opportunity to participate in the design and implementation of the program through activities, such as developing the Single Plan for Student Achievement (SPSA), Title I School Parent Involvement Policy (PIP) and the School Parent Compact, parent-teacher conferences; parent training and literacy; classroom volunteers, tutors, aides, and more. Additional support may be provided through professional development and health and guidance services.

The Title I program receives federal funding as a result of the Elementary and Secondary Education Act of 1965 (ESEA) and the Every Student Succeeds Act (ESSA).​​​​​​​
